Louise Howe, along with her husband Ralph, founded the work now known as The Sanctuary, in the city of Regina, Sk., Canada in February of 1980.

As well, Ralph is the founder and apostolic overseer of Life Builders Network. This apostolic-prophetic network of churches and ministries (of which "The Sanctuary Church of Regina is a member) believes that God is moving today to reintroduce the ministry of apostles and prophets to His Church. With the belief that the ministry roles of apostle and prophet are absolutely necessary for a healthy foundation (Ephesians 2:20), and for the Church to fulfill her calling of reaching the lost this Network of churches works at being a "net that works".
